Request for Expressions of Interest
For
“Local Firms of Consultancy Services for Urban Water Supply & Sanitation Project (UWSSP)
Establishing a Management Information System in the Ministry of Water and Environment (MWEMIS) – Aden-”

The Government of Yemen through the Ministry of Water and Environment has received financing from UNICEF toward the cost of urban water Supply and sanitation project (UWSSP), and it intends to apply part of this grant to payment for consulting services:
And the consulting services (“the Services”) include the Establishing of an Management Information System (MWEMIS) in the Ministry of Water and Environment – Aden (The estimated assignment period is 16 months and expected to be started in February 2024).
The MIS will consist of the several models as follow (subsystems):
Basic System (BS)
Monitoring and Evaluation System (MES)
Emergency Intervention Monitoring and Evaluation System (EIMES)
Unified Complaints System (UCS)
Archiving and Documentation system (ADS)
Water Resources Monitoring System (WRMS)
Training and Capacity Building System (TCBS)
Organizations and Donors Interventions System (ODIS)
Through the Project Management Unit of Urban Water Supply and Sanitation Project, the Ministry of Water and Environment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide information demonstrating that they are qualified and have the relevant qualifications and experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
The local consultant (or a joint venture/ association with a regional consulting firm) will be selected based on the Minimum Requirement are as follows:
i. Submission of the General Information for Firm includes COMPANY PROFILE / CORPORATE STATUS, ORGANISATION STRUCTURE, LIST OF KEY PERSONNEL, NAME(S) OF AUTHORISED PERSONNEL, and CONTACT DATA,
ii. Submission of Information comprising the Legal and Financial position includes (All registrations and certificates must be issued from authorities in areas under control of internationally recognized government):
a. A copy of valid registration.
b. A copy of valid sales tax certificate + tax card.
c. A copy of insurance card + Zakat Card.
d. A Copy of practicing license.
e. Audited Accounts OR Turnover Supported by Bank Statement
f. Power of Attorney
g. “Joint venture Declaration (if applicable)” and must mention the leading company is Yemeni Firm, Joint venture firms must submit its documents in field of required experiences.
iii. Must have at least 5 years of experience in developing systems, especially web systems.
iv. To have a successful experience as a consulting firm over the last five years in implementation of at least one MIS/ERP system that runs on the web application.
v. To have at least one project with same size and cost of the required project.
vi. Consulting Firm must have main office in Aden Governorate.
The selection of the consultancy company/firm will be carried out according to the bases and criteria stipulate in the guidebook of procurement and consultancy services issued by the Tenders High board effected in the Republic of Yemen.
