Project: Re -scoping of the Urban Water Supply and Sanitation Project in Al-Howta City – Lahej Governorate, Republic of Yemen

The Ministry of Water and Environment – Urban Water Supply and Sanitation Project has received financing from the Islamic Development Bank toward the cost of the Re-scoping of Urban Water Supply and Sanitation Project in Al-Howta City – Lahej Governorate, and intends to apply for part of the proceeds for consultant services.
The services include several main tasks as follows:
- (Task A): Specify and Assess the Executed Works of the Sanitation Components, Also Identify and Update the Study of the Remaining Works to Complete the Construction of Sanitation Components.
- (Task B): Reactivate the Suspended Previous construction contract of the Project by amendments to the original contract agreement (Lump Sum), and
- (Task C): Construction Supervision of Remaining Works of the Sanitation Components (Time Based),
The period expected to be 17 months for all tasks above, the estimated level of effort is 59 professional staff-months, where the expected start date of assignment is 1 January 2023.

The Urban Water Supply and Sanitation project (UWSSP-PMU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services.
Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services.
The required documents are:
- Company profile / corporate status,
- Organization and structure,
- legal/ financial Firms Documents such as valid registration certificates, tax card, Zakat Card, and Name(s) of Authorized personnel
- Practicing license also brochures,
- Description of similar assignments, experience in similar conditions,
- Availability of appropriate skills among staff, etc.
The shortlisting criteria are:
- Availability of legal/ financial Firms Documents (Compulsory)
- To have a successful experience as a consulting firm in supervision for at least 10 years.
- To have a successful experience as a consulting firm over the last five years in the execution of at least two assignments in similar nature and size.
- Technical & Managerial Capability of the firm.
The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality Cost Based Selection [QCBS] from a domestic shortlist method set out in the Procurement Guidelines.
